Funding Year 2026 Continuum of Care Program
UNITY of Greater New Orleans is the collaborative applicant for the CoC and coordinates the local application for submission to HUD for the homeless Continuum of Care (CoC) in New Orleans, Jefferson Parish, and Kenner (LA-503). This page provides information for the community about the local process for funding to be included in the community application to HUD.

NOTICE -- Competition Paused Following Federal Ruling
On Friday, a federal court judge ruled that HUD's 2026 CoC Notice of Funding Opportunity (NOFO) violates federal law and invalidated the NOFO in its entirety. The Court’s action effectively halts the local application preparation process and local competition. Due to this, CoC Evaluation and Project Selection will not review appeals today as planned. The CoC Governing Council will meet Tuesday to determine next steps for the local competition process.
We appreciate everyone's participation in the local CoC Competition and thank you for your tireless efforts on behalf of vulnerable people throughout this process.

Preliminary Project Priority Listing
The CoC Evaluation and Project Selection Committee, comprised of representatives of government agencies the People's Council of Lived Experience, has established the preliminary ranking of projects that the CoC plans to submit to HUD for funding in the 2026 CoC Funding Competition. The Preliminary Project Prioritization Listing is the result of a process that included community input, development of funding priorities, and project performance evaluation.
On Monday, August 3, 2026, the Continuum of Care (CoC) Evaluation and Project Selection Committee met to review, evaluate, rank, and select projects for new, renewal, and transition grants. Project proposals and applications that were not accepted, or approved for a reduced amount, were notified through individual email with information about the appeals process. The internal appeals process is pending. Once any appeals are considered, the CoC Governing Council will determine the final Project Priority listing on August 11, 2026.

Revised Competition Timeline
2026 CoC Local Competition_Updated July 30
This year's Continuum of Care (CoC) Competition has generated an unprecedented level of interest and participation from our community. The strong response reflects our collective commitment to expanding and strengthening the homeless response system across the Continuum of Care. To ensure every application receives the careful, objective, and comprehensive review it deserves, the local competition schedule has been adjusted to provide the Project Selection and Evaluation Committee with additional time to evaluate proposals.

2026 CoC Builds Funding Opportunity
UNITY of Greater New Orleans, the lead agency for the Homeless Continuum of Care (CoC) for New Orleans, Jefferson Parish and Kenner, is seeking proposals from non-profit and governmental agencies to develop permanent supportive housing through $12 million available from HUD’s CoC Builds program. Successful proposals will be included in an application to HUD.

Early Submission Deadline for Currently Funded Projects
Project applications will receive 5 bonus points for early submission of the completed application with all attachments by July 9th. Bonus points will NOT be awarded for submissions that are incomplete or do not have all the attachments.

Executive Directors of homeless services agencies should attend this meeting to learn more about the local competition process, changes in funding in the FY26 HUD NOFO, and give input on community needs, system gaps, and funding priorities.

Community Listening Sessions
Please attend a community listening session to share your ideas and input about the needs of the community. This will be used to inform the CoC Governing Council's funding priorities and shape the CoC's unified application to HUD. We encourage attendance by faith-based organizations, people with lived homeless experience, community members, health care providers, affordable housing providers, substance use treatment agencies, behavioral health providers, and homeless service organizations.

Final Project Priority Listing
Project Priority Listing is a multi-step process that involves approval by both the CoC Evaluation and Project Selection Committee and SPPA followed by an appeal process.
After the CoC Evaluation and Project Selection Committee reviews any appeals, the Project Priority Listing is finalized and distributed with the projects to be included in the local application to HUD in order of funding priority.

UNITY submits the CoC funding application to HUD for the New Orleans-Jefferson Parish-Kenner Continuum of Care including information about the collaborative's work, local project applications and the final Project Priority Listing to HUD.
